NYC SST cards vs OSHA 10/30: what expires

New York City construction sites that require a Site Safety Plan do not accept “I have OSHA 30” as the gate credential. They want a Department of Buildings Site Safety Training card. SST expires every five years. OSHA Outreach cards do not expire federally — but NYC only counts a recent OSHA 30 toward a new SST card.
What Local Law 196 actually requires
On sites that need a Site Safety Plan and a designated Construction Superintendent, Site Safety Coordinator, or Site Safety Manager, workers must show an SST card with at least 40 hours of DOB-defined training. Supervisors need a Supervisor SST card with at least 62 hours.
Cards are issued by DOB-registered course providers, not by OSHA and not by New York State DOL as a trade license. An electrician’s DOB Master license is a third credential.
How OSHA 10/30 fits (and does not)
Federal OSHA 10- and 30-hour Outreach completion cards do not carry an expiration date. OSHA does not require you to retake the course. Employers, unions, and jurisdictions add their own recency rules.
For a new NYC SST worker card, a common path is OSHA 30 (construction) plus 10 SST hours. OSHA 30 used for that path has a 5-year lookback. A 2016 OSHA 30 does not unlock the short path in 2026. Starting May 3, 2026, DOB also treats a 40-Hour Site Safety course as equivalent to OSHA 30 for new-card credit, with the same 5-year lookback.
Renewal: 8 hours vs 16 hours vs starting over
SST cards last five years. Worker renewal is an 8-hour DOB-approved refresher. Supervisor renewal is 16 hours. Use a registered provider.
Local Law 10 of 2026: if the card expires on or after May 3, 2026, you have one year after expiration to take the refresher and renew. You still cannot use the expired card on a jobsite during that year. Cards that expired before May 3, 2026 are outside that grace path and generally need a new-card hour stack.
Temporary SST cards (often OSHA 10 plus limited SST hours) are short onboarding documents — commonly six months. Track them like permits, not like the 5-year worker card.
What to track on a NYC crew
Worker vs Supervisor SST and the 5-year date. OSHA 10/30 completion date (for lookback, not because OSHA expires). Temporary SST. DOB trade licenses (Master Electrician, etc.) if the person holds them. Federal OSHA still does not print an expiry — do not invent one unless an owner spec says “OSHA 30 within 5 years.”

Does OSHA 30 expire in NYC?
The federal card does not expire. For SST credit it ages out of DOB’s 5-year lookback. The SST card itself expires in 5 years.
Can I work with an expired SST card during the one-year grace period?
No. Local Law 10 lets you renew within a year after expiry (for cards expiring on/after May 3, 2026) but you cannot use the expired card on site until it is renewed.
Is SST a New York State license?
No. It is a New York City DOB training card under Local Law 196.
