New York NYC SST (Site Safety Training) license renewal

If you staff New York City jobs that need a Site Safety Plan and a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager, Local Law 196 requires SST cards. An OSHA Outreach card alone is not enough. This is a city training credential, not a New York State trade license.
NYC Site Safety Training cards expire every five years. OSHA 10/30 does not replace SST. Local Law 10 of 2026 adds a one-year renewal grace period only for cards that expire on or after May 3, 2026 — expired cards still cannot be used on site.

Who needs which card
Workers need an SST card showing at least 40 hours of DOB-defined safety training. Supervisors (Site Safety Managers, Coordinators, Construction Superintendents, and Competent Persons) need a Supervisor SST card showing at least 62 hours.
A common path is OSHA 30 (construction) plus 10 additional SST hours for workers, or OSHA 30 plus 32 SST hours for supervisors. OSHA 30 used toward a new card has a 5-year lookback. As of May 3, 2026, DOB also treats a 40-Hour Site Safety course as equivalent to OSHA 30 for new-card credit, with the same 5-year lookback.
Expiration and refreshers
SST cards are valid for five years. Renew by completing DOB-approved refresher training — 8 hours for workers, 16 hours for supervisors — typically in the 12 months before expiration.
Local Law 10 of 2026: cards that expire on or after May 3, 2026 may be renewed up to one year after expiration. You still cannot use an expired card on a jobsite during that grace period. Cards that expired before May 3, 2026 are not in that grace path; those workers generally apply as a new card with the full hour stack.
How this relates to OSHA 10/30
Federal OSHA Outreach cards do not expire. NYC still treats OSHA 30 as a building block that ages out of the SST lookback after five years. A 12-year-old OSHA 30 will not unlock the short SST pathway.
Temporary SST cards (often OSHA 10 plus limited SST hours) are short-lived onboarding tools, commonly six months. Track them like learner permits, not like a five-year worker card.

- OSHA 10/30 completion date (5-year lookback for new SST credit)
- Refresher hours (8 vs 16) and provider name
- Whether the card expires before or after May 3, 2026 (grace-period rules)
- Temporary SST expiry for new hires
Renewal checklist
- Filter the NYC roster for SST-required sites only — not every NY job needs SST
- Book worker 8-hour or supervisor 16-hour refreshers 90 days out
- Do not send people to a generic OSHA 10 and call it an SST renewal
- Use a DOB-registered provider; the card is issued through that provider
- Bench anyone whose card is expired even if they are inside the LL10 grace window

- Treating OSHA 30 as a substitute SST card
- Assuming expired cards can be used during the one-year grace period
- Applying the May 3, 2026 grace rule to cards that expired earlier
- Forgetting supervisor cards need 16 hours, not 8

Does OSHA 30 expire in New York City?
The federal OSHA 30 card does not expire. For SST, OSHA 30 only counts toward a new card if it falls inside DOB’s 5-year lookback. The SST card itself expires in 5 years.
How do I renew an SST card?
Complete the DOB-approved 8-hour worker or 16-hour supervisor refresher with a registered provider. Cards expiring on or after May 3, 2026 have a one-year post-expiry renewal window but cannot be used while expired.
Is SST a New York State license?
