Washington Electrician license renewal

Washington is not a “1–3 years, check your local board” state. Labor & Industries runs electrical certificates under RCW 19.28. Journey-level, specialty, master, and administrator cards share a three-year renewal and a 24-hour CE recipe that is written into WAC 296-46B-970.
Washington electrician certificates of competency renew every three years through L&I with a structured 24-hour CE mix. Trainee cards are a different two-year, 48-hour classroom system.

Certificate types
L&I issues electrician certificates of competency (journey level 01, specialties, master) and electrical administrator certificates for contractors. The contractor license is a separate L&I electrical contractor credential. Assigned administrators who lapse are automatically unassigned — the shop can lose the ability to pull permits even if every journeyman card is fine.
Original electrician certificates expire on the holder’s birth date at least two and not more than three years from first issue. Renewed certificates are valid for three years. You may apply starting 90 days before expiration.
The 24-hour CE split
Electricians and administrators need 24 hours of approved CE in the three years between renewals: 8 hours on currently adopted NEC changes, 4 hours on electrical laws and rules (RCW 19.28 and WAC 296-46B), and 12 hours of other approved CE. You cannot repeat the same class for credit in one cycle. Wellness/industry-related hours are capped.
If you pay the renewal on time without finishing CE, L&I can place the certificate inactive until hours validate. Inactive or expired cards cannot work. Late renewal without re-exam is allowed for 90 days after expiration if you pay the late fee.
Trainees are not on the 24-hour plan
Electrical trainee certificates renew every two years and need 48 hours of approved basic classroom instruction (in-person BCI: NEC, theory, and Washington law). Those hours do not double-count as electrician CE if you also use them for the trainee card.
Mixing trainee BCI and journey CE in one spreadsheet column is how Washington shops fail audits. Use two credential types.

Renewal checklist
- Renew at lni.wa.gov manage-licenses when the 90-day window opens
- Do not schedule all 24 hours in the last week — NEC update seats fill after code cycles
- If CE is short, understand inactive status before you take a job
- Reassign administrators after any lapse (form F503-009-000)
- Keep L&I course completion records

- Giving trainees the 24-hour electrician CE plan
